- Published by the Citizens Action Coalition The LEAP (Limitless Exploration/Advanced Pace) district is a 10,000-acre plot of productive farmland adjacent to Lebanon along Interstate 65 (I-65) that is to be converted into a massive industrial park. LEAP is perhaps the largest and most expensive economic development project ever undertaken by the State of Indiana. LEAP will likely lead to an environmental and financial crisis for Hoosier taxpayers and utility customers.
